The site goes on to claim that ChiChi (one of many ways to say "boobs" in Japanese) is designed as answer to the plight of women everywhere, and to provide an accurate measurement of bust size without the need to go anywhere to have it done for them.

While we're not entirely sure about their claim that it is difficult to accurately measure bust size by other means, we find the closing line of their statement irresistible: "Now is the era of sticking smartphones between your boobs."

When the application is activated, it apparently works as simply as sticking it in between your breasts and awaiting a reading that produces your actual bust size. Of interesting note is that the tester recruitment application (which asks for e-mail contact, name, cup size, and a self-description of your boobs) is specifically asking for those who have "confidence in their boobs", as they lack data regarding E-Cup and above sizes. That may seem a bit shady to some people, but it definitely explains why the tester featured on their site is none-other than Gravure Idol Mei Hoshino.

It may sound strange (ok, it does), and the ambiguity of things is a little confusing, but ChiChi seems to be an app that could at least prove useful to people of a more reserved "do it yourself" nature. Whether it works successfully or not, ChiChi is aiming to bring an app that "people have been dreaming of" to Japan.
